GENERAL INFORMATION
1. Directory. This directory is an authorized UNOFFICIAL publication of Marine Corps Base Quantico, Marine Corps Combat Development Command, and tenant activities.

2. Organization. The directory is composed of five major sections. These sections include General Information, Alphabetical Listing, MCB Quantico, MCCDC, M&RA and Tenant Organizations.

3. Telephone Service. Long distance telephone service for MCB Quantico is provided by FTS 2001 service. FTS 2001 service is accessed by dialing "99+1" followed by the 10 digit telephone number of the station that you are calling. FTS 2001 long distance charges will be identified in a locally produced monthly bill. FTS 2001 service is for OFFICIAL CALLING ONLY. Non-official long distance calls will be made either with a personal calling card, collect, or on a public pay telephone. Official FTS 2001 calling cards are required to place calling card calls over the network. Cards can be requested by calling Communication Electronic Division (G6) at 784-4005.

4. Telephone Installation and Repair Services. Telephone installation and repair service at the Command is provided by civilian contractors. Installations, relocations, disconnections, and systems redesign are coordinated by the Telecommunication Network Branch (TELCOM), Communication Electronics Division. This work requires that a telephone work request be submitted. This request must include the following information:

  1. A point of contact: name & telephone number, building & room location.
  2. Telephone numbers and intercom numbers of each telephone involved. All requests for service are to be submitted to the TeleComm Net Branch via respective organization program manager. Allow sufficient time for approval and scheduling of work. Telephone repair services are available by dialing 784-2500. Please identify the telephone number where the problem exists and the type of problem, if known.
5. Quarters Telephone Service. Occupants of government quarters who desire telephone service should contact AT&T by calling 1-800-893-2018. The TeleComm Network Branch is not authorized to coordinate private telephone service.

DSN calls at this Command fall under the following restriction:
"DoD telephone communications systems are provided for the transmission of official government information only and are subject to telephone communication security monitoring and telephone communications management monitoring at all times," Telephone Monitoring: SECNAVINST 2070.2
DEFINITIONS
Station to Station. These are calls from one military number on base to another military number on base.

Base Operator. This is the MCCDC Base Operator.

911 on Base. This number will call the Fire Department on base only. The Fire Dept. will contact military police if situation warrants.

Local Calls. The following are the local calling areas and prefixes:

PERSONAL CALLS FROM GOVERNMENT PHONES
Regarding the proper use of DON telephones. The Navy is being obligated to spend substantial funds for telephone calls made for other than official business. In accordance with NAVCOMTELCOMINST 2066.1B, the following guidelines are established for proper use of telephone service by government employees:
  1. The use of Government assets, including the use of DOD telephones, is limited by SECNAVINST 5215 to the conduct of official business. GSA has amended 41 CFR Part 201-38 NOTAL to authorize federal agencies to permit federal employees conducting official business, to make reasonable personal use of government base telecommunications systems for emergency calls or calls the agency determines are necessary in the interest of the government.
  2. Official business calls include personal, local, and long distance calls if they do not adversely affect performance of the employee's official duties or the mission of the employee's organization, are of reasonable duration and frequency, and reasonably cannot be made at another time. Personal calls cannot result in a charge to the government even if the employee intends to reimburse the government. Thus, a personal long-distance call must be to an 800-TOLL free number, charged to an employee's home telephone number or another non-government number, collect, or charged to a personal telephone credit card. Additionally, calls for information assistance may not be made if a charge results to the government telephone.
    NOTE: Reimbursing the government for an unauthorized call does not exempt violators from disciplinary action. Use of DOD Command and Control Networks (DSN, FTS-2001, etc.) is not authorized for personal calls.
  3. Examples of permissible types of personal calls include: Checking on a family member, making or canceling personal appointments, checking on the status of home or auto repairs, and notifying family of overtime requirements or other changes in schedules.
  4. If base operator intervention is required to complete the call, the local commander may use discretion of this policy and shall publish guidelines.
  5. There have been no changes to existing policy regarding DOD employees making personal calls while on official travel to a temporary duty location. Any change regarding employees on official travel will be reflected in the joint travel regulations.
  6. Use of DoD telephones to place calls to 1-900 numbers and similar toll calls are strictly prohibited. Activities providing telephone service (APTS) managers, and the chain of command should make every effort to block or prevent such calls. Supervisors of government employees, both military and civilian, are responsible for:
    1. Ensuring that authorized use does not become abused.
    2. Ensuring all government billed toll and long distance calls are for "OFFICIAL BUSINESS" except in case of an emergency, when prior authorization may be granted for a personal call. To preclude abuse, supervisors should maintain records of all toll and long distance calls and then verify against actual bills.
    3. Investigating all unauthorized calls and ensuring monetary repayment equivalent to billed charges and processing costs are collected from identified offenders. Appropriate administrative or disciplinary action should be taken when necessary.
    4. Review and verify all bills for telephone service prior to payment.
FEATURE DIALING INSTRUCTIONS
The instructions given below are for telephones without specialized buttons. For information on the operation of your specific phone systems contact your GTE administrator at 784-2133.

Hook Flash - the mechanism on a phone’s receiver cradle that allows the line to be disconnected. To utilize the hook flash feature, depress the button and quickly release it. Hook Flash/*78

3-Way Calling - allows a station to have a three party call of military numbers only. Hook Flash/Dial number/Hook Flash

Last Number Redial - will redial the last number *73

Ring Again - notifies a station when a busy military number becomes idle and places the call. Hook Flash/*79

The following features must be requested using a Work Request: Instructions for their use will be available when request is filled.
Call Pick-up - allows a station to answer any incoming call to any other number in that pickup group.

Call Waiting Basic - alerts a station that it is being called by a third party from off the base.

Call Transfer Intragroup - allows a station to transfer a call to another station in the customer group. MCCDC military numbers form our customer group.

Speed Call Long List - allows a number to program up to thirty (30) numbers. These may be commercial or DSN.

Speed Call Short List - allows a number to program up to ten (10) numbers. These may be commercial or DSN.

Call Forward Intra - allows a number to forward all calls to another number within the pickup group.

Call Forward /Don’t Answer - if the called phone number does not answer within a specified time (3-5 rings), CDF forwards the call to a designated number.
